I was born and educated in Wroclaw, while my home is Warsaw. I am a graduate of the Faculty of Law, Administration and Economics at the University of Wroclaw, majoring in law. I also completed postgraduate studies in economic criminal law (UWr) and real estate valuation (SGGW). Already during my specialization at college I began to pick up interest in issues of international police cooperation and criminal analysis.
From 2004 to 2008 I served in the Police (Regional Police HQ in Wroclaw, International Police Cooperation at National Police HQ in Warsaw). Then, in 2008, I moved to serve in the Intelligence Analysis Department of the Central Anti-Corruption Bureau. Still in 2008, I graduated with honors from a course on the basics of criminal intelligence analysis organized by the Police Academy in Szczytno. As a CBA analyst, I conducted activities in complex economic cases in the real estate, privatization as well as in the financial, food and chemical sectors.
From 2016 to 2023, I had the privilege of heading the CBA’s Intelligence Analysis Department and overseeing a number of complex analytical endeavors undertaken by the exceptional officers and employees of this elite unit. The intelligence branch of the CBA during this period has successfully accomplished several achievements in implementation of the so-called “anti-corruption shield”, and in the development of analytical tools. I describe these issues in my article entitled “Characteristics of the intelligence activities of the Central Anti-Corruption Bureau”. In the course of my service, I also dealt with tasks pertaining to legislation and legal assessment, drafting, editing and providing opinions on key legislation at a level of international, national and internal law relating in particular to the intelligence activities of the CBA, as well as its broad interests aimed at protecting the economic interests of the state. As a result of my duties in the Police as well as in the CBA, I have extensive experience in international cooperation, both bilateral and as part of international organizations. In the Intelligence Analysis Department of the CBA, I was also involved in the development of international cooperation in the area of exchange of criminal intelligence with foreign partners.
In 2012-2014, I participated in a twinning project implemented in Macedonia under the name “Support to efficient prevention and fight against corruption,” in which I was responsible for advising institutional partners from the public sector on conflict of interest management. I prepared a detailed report with recommendations to improve and streamline conflict of interest management in the Balkan country.
In addition to analysis and international cooperation in the sphere of professional activity, I am also passionate about translations. I have co-authored translations of criminal intelligence analysis manuals published by the United Nations Office on Drugs and Crime, whose Polish translations were published in 2021 by the CBA and are available on the bureau’s website. I am the editor of the translation of the famous monograph by CIA analyst Richards J. Heuer “Psychology of Intelligence Analysis”, which was published by the CBA and distributed among the intelligence community of the Polish special and uniformed services. The publication is also available in major public libraries in Poland.
